Recent Legislation of Interest

• Anti-Texting Law; On Thursday April 15, 2010 bill passed the second legislative house. Slight differences exist and need to be worked out. Differences mostly in amounts of fines for violating terms of legislation. Once published it will become effective 7 months after publication. More information soon to be coming on this. Will result in all DE programs required to teach about the hazards and dangers of texting while driving. As indicated, more information will be shared in the near future..
• Mandatory Auto Insurance; July 1, 2010
• RR Grade Crossing Instructional Minutes; New DE Requirement on instructional minutes addressing RR Grade Crossing Safety (Signed by Governor Doyle on November 12, 2009) became effective March 1, 2010 requires at least 30 Minutes of Instruction on RR Grade Crossing Safety. Note: Although teaching about RR Grade Crossings was already a required topic that all Wisconsin DE programs are required to provide instruction about, the legislature recently passed a Bill that was signed by the Governor which will require a minimum of 30 minutes of instruction be provided to the subject.
  On November 12, Governor James Doyle signed into law ACT 64. The law takes effect March 1, 2010. All Wisconsin DE programs starting on (or thereafter) will be required to include a minimum of 30 minutes of instruction about Railroad Crossing Safety.

Wisconsin Act 97

• Section 2 - when making an approach for a left turn or U-turn, a person must be driving on the left half of the roadway. Currently this is only required when making left turns.
• Section 4 - the operator of a vehicle can pass another vehicle making a left turn or U-turn on the right only if they can do so by remaining on the roadway or a paved shoulder (paved means asphalt or concrete, not gravel or dirt).
• Section 5 - the operator of a vehicle cannot pass a vehicle on the left if the other vehicle signals its intention to make a left turn or U-turn.
• Section 8 - the operator of a vehicle in an intersection intending to turn left or make a U-turn must yield to any vehicle approaching from the opposite direction.
• Section 12 - the operator of a vehicle cannot make a U-turn at any intersection controlled by a traffic officer unless the officer instructs the operator to do so or at any place where there is a sign prohibiting a U-turn. This section removes the prohibition on making a U-turn at intersections controlled by traffic control signals.
• Section 13 - the operator of a vehicle cannot make a U-turn upon a curve or at or near the crest of a hill unless the driver can see a vehicle within 500 feet approaching from the other direction.
• Section 14 - the operator of a vehicle can only make a U-turn when the turn can be made safely and without interfering with other traffic.
• Section 16 - a person making a U-turn shall use the same signal used to indicate a left turn.

• March 3, 2011 State WDTSEA/DPI Conference.  The 2012 WDTSEA/DPI State Conference marks Wisconsin's 59th Annual State Driver and Traffic Safety Education Conference.  This year because Wisconsin is hosting the 2012 National ADTSEA Conference in July, the March 3rd State WDTSEA event will be a one-day workshop.

• New Operation Lifesavers Information (posted on 1/4/08)- In an effort to help reduce trespass incidents, the National OLS Trespass Advisory Committee of the Program Development Council (PDC) has put together some additional information for Presenters to share in a presentation.  The link will take you to a short PowerPoint file for your information and use when discussing any OLS-related information in class.
