Constitution

Article I.  Name

The name of this organization shall be: Southeast Region Association of the American Driver and Traffic Safety Education Association.

 Article II.  Purpose

Section 1.        The Purpose of the Southeast Region, in keeping with that of the American Driver and Traffic Safety Education Association, shall be to promote traffic accident prevention and its concomitant benefits by means of improving and extending driver education and specifically related activities in Traffic Safety Education in schools, colleges and other institutions.  The purposes of Driver and Traffic Safety Education shall be in harmony with those of general education.

Section 2.        The Association shall work toward accomplishing its purposes through an annual conference for improving teaching, through programs of teacher education in colleges and universities, through dissemination of materials designed to improve teaching in this field, and through other activities appropriate to carry out the purpose of Section 1.

Article III.  Member States

 The Association shall consist of the nine states and two territories which make up the Southeast Region of the American Driver and Traffic Safety Education Association.  The nine states are as follows: Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Virginia; and the territories of: Puerto Rico and the Virgin Islands.

Article IV. Membership

Membership in this association shall correspond directly to membership in the American Driver and Traffic Safety Education Association, ie. Members of ADTSEA residing in the states listed in Article III are automatically members of this association.

Article V. Elective Officers

Section 1.        The elective officers shall be:
(A)       A President
(B)       A President-Elect
(C)       A Vice President
(D)       A Recording Secretary

The election of officers shall be held during the official business meeting of the association at the annual conference.

Section 2.        The President shall preside at all meetings of the association (with the exception of the Southeast Region meeting at the annual ADTSEA Conference at which time presiding privileges are extended to the Senior ADTSEA Board Member for the Southeast Region.)  He shall president over all meetings of the executive committee; perform all duties as are by custom and parliamentary practice required of the office, and serve as an ad hoc member of all standing committees.  The President shall appoint the executive secretary with the approval of the executive committee.  

Section 3.        The President-elect shall perform the duties of that office and shall assume the duties of the president in the event of the absence or disability of the president.  He shall serve as program chairman of the annual conference and shall serve at the discretion of the president when called upon to do so.

Section 4.        The Vice-President shall be in charge of and make all the arrangements for exhibitors for the annual conference.

Section 5.        The recording secretary shall keep record of all meetings of the association and shall submit a complete copy of official minutes of the business meeting of the association held during the annual conference within 30 days to the President and Executive Secretary.  In addition, the recording secretary shall provide the President with a copy of the transactions of the Southeast Region Section meetings of the annual ADTSEA Conference with in 30 days of that meeting.

Section 7.        At the conclusion of the President’s term of office, the President-Elect shall become the President.

In the event of a vacancy in the office of President, the President-Elect shall complete the vacated term at the conclusion of which he shall commence and complete the term for which he was elected.

In the event of a vacancy in the office of President-Elect, the Executive Committee, as described in Article VI, shall conduct a special election or appoint a person to carry out the duties of that office until the office can be filled at the annual election.

In the event of a vacancy in the office of Secretary, the Executive Committee shall conduct a special election or appoint a person to carry out the duties of that office until the office can be filled at the annual election.

Section 8.        Only persons who have been active members of this association for a minimum of one full year immediately prior to official nomination and who have been in attendance previously for at least one region or ADTSEA Conference shall be eligible to serve as an elected officer.

Article VI. Executive Secretary

The Executive Secretary shall serve as corresponding Secretary and Treasurer of the Association.  He shall perform all duties pertaining to and required of that office, including maintenance of a detailed account of all receipts and disbursements.  Disbursements of Association funds shall be made by the Executive Secretary under the authority of the Executive Committee.  The Executive Secretary shall give a written financial report to the members present at the annual association business meeting.  The Executive Secretary shall sere as an ad hoc member of all standing and appointive committees.  The Executive Secretary shall serve as s non-voting member of the Executive Committee.

Executive Committee

 Section 1.        There shall be an Executive Committee composed of the following:
(A)       The Elected officers of the Association
(B)       The Immediate Past President
(C)       The Executive Secretary 

Section 2.        The Executive Committee shall:
(A)       Formulate and/or approve the policies for the association;
(B)       Interpret the provisions of the Constitution in the case of doubt;
(C)       Prepare an annual budget and render a report to the Association;
(D)       Fill vacancies in office until the next election as provided in Article V, Section 6;
(E)       Be the custodian of the property of the Association;
(F)       Have power to make contracts;
(G)       Assist the President in matters where his decision will affect the policy and welfare of                                      the Association;
(H)       Review and evaluate the work of the various committees and keep the Association                                     informed of such reviews and evaluations;
(I)        Review, from time to time, the provisions of the Constitution and recommend changes                                     when deemed necessary;
(J)       Act on emergency measures affecting the Association between official business                                      meetings; and
(K)       Perform other duties as may be necessary for the efficient functioning of the                                     Association.

 Section 3.        The Executive Committee shall constitute a nominating committee for the elective officers of the Association.

Article VII. Standing Committees

Section 1.        The standing committees for the Association shall consist of the following:
(A)       Exhibits
(B)       Membership
(C)       Conference Registration
(D)       History
(E)       Nominating
(F)       Publications and Newsletter
(G)       Resolutions
(H)       Budget 

Section 2.        Standing committees may be formed or dissolved as deemed necessary by the Association President upon the approval of the Executive Committee of the Association.

Section 3.        The Chairman of each committee shall be appointed by the Association President and serve at his discretion.

Section 4.        The Chairmanship of all standing committees shall be filled from the active membership of the association.

Article VIII.  Meetings

The Association shall hold an annual conference in keeping with the purposes as stated in Article II.  The association shall hold an annual business meeting for conducting the official business of the Association.

Article IX. Publications

The association shall prepare and disseminate information concerning driver education and specifically related activities in safety education through appropriate publications authorized by the Executive Committee.

Article X.  Amendments

The Constitution may be amended by a two-thirds (2-3) majority vote of active members voting.  Voting shall take place at the annual official business meeting provided proposed amendments have been circulated by the Executive Committee in printed form at least 30 days before the annual conference.  An amendment may be proposed by the Executive Committee or by petition signed by five percent of the voters of the Association membership.  Upon receipt of such petition, the Executive Committee shall present the amendment as provided by this article.

Article XL. Ratification

This Constitution shall become effective upon ratification by the three-fourths (3/4) of those present at the annual conference of the Southeast Region of ADTSEA held in conjunction with the annual conference of ADTSEA in Fort Worth, Texas, August 14-17, 1972.

Article XII. By-Laws

Details regarding organization and activities of the Association shall be regulated by the By-Laws.  The By-Laws may be amended at any official business meeting of the Association by a majority of the active members present provided that notice of the proposed change has been circulated at least 30 days before the date of the official business meeting.

Article XIII. Dissolution

The Association shall be dissolved only upon the vote of two-thirds (2/3) of the membership upon one year’s notice.  In event of dissolution, any and all assets of the Association shall be donated to another organization or institution within the discretion of the Executive Committee, to be used for the purposes set forth in Article II of the Constitution.  None of the assets of the Association shall ever revert to the individuals comprising its membership.
