2005 News from the LegislatureAugust 9, 2005: According to Mr. Causby, the legislature will be voting on the budget today. The final version of the budget does include a $5.00 per pupil reduction in allocation. Through the efforts of Gene and Senator Tony Rand we were able to get the reduction changed to $5.00 per pupil rather than $10.00. The allocation will go from $245.00 per pupil to $240.00 per pupil. Gene further informed me that there is $129,000 additional in the budget for increased 9th grade enrollment the first year of the biennium and $255,000 for the second year. The total allocation for 05-06 is $31,867,200.00. There is also a 2% COLA for retirees, 2% or $850 for central office and a 2.24% average increase for teachers. For those teachers at the top of the scale there is a one time 2% bonus.
Gene also thinks the cost of a learner's permit will increase from $10.00 to $15.00, but he was not sure about that. He will give me further information as it becomes available.

June 17, 2005: According to Mr. Causby, the House has now passed its version of the budget and the $10.00 per pupil cut is in their budget. If you will remember, we were able to get the cut taken out of the Senate budget. The budget now goes to a conference committee. Gene thinks that the members of that committee will be named on Monday and he will give me a list of them just as soon as they are named. If there is somebody on that committee that you know or if one is from your county I am sure that Gene will be asking us to contact them and ask them to help with getting that cut taken out of the final budget. I will provide you with a list just as soon as I get it from Gene.

“I just heard from Gene Causby a few minutes ago and he informs me that the Senate did not include the $10.00 per pupil cut in its budget proposal. There is also money in the proposal for the increase in ninth graders. The total appropriation is $32,604,129. This is exceptionally good news, but as Gene cautioned, we are only half way there because the proposal still has to pass in the House.
Senator Tony Rand from Cumberland County was very influential and helpful in getting the cut out of the budget according to Gene. Gene asked me to ask all of you that contacted Tony for his help, now send him correspondence thanking him for his help.”
April 20, 2005:
We’ve just heard from Gene Causby
that the Senate has submitted its proposed budget for first look. It includes a
4% reduction in funds for Driver Education, which equates to about $10.00. The
