About IASE


The IASE is the professional organization of driver educators in Iowa. Through our newsletter, Bulletin, the annual professional development conference, and legislative activity we keep our members up to date on preparing the safest young drivers possible.

Iowa Guiding Principles for Driver Education

I. The State of Iowa should provide access to a formalized concurrent program of driver education available within a graduated driver licensing system.

II. Certification of teacher preparation institutions and that of driver education teachers should be under the auspices of the Department of Education.

III. Driver education programs should be managed and supervised by a State agency.

IV. The driver education program is best accomplished as a separate course that encompasses cognitive, affective, and psychomotor learning. The program must reflect state-of-the-are educational principles and concepts.

Legislative platform

Adopted by the Board of Directors of IASE January 23, 1999

  1. IASE shall support legislation that requires all driver education teachers to have satisfied the educational requirements for a teaching license at the elementary or secondary school level and hold a valid license to teach driver education in the public schools of this state.
  2. IASE shall support legislation that shifts curriculum development and administrative oversight of driver education programs from the D.O.E. to the D.O.T. while keeping teacher certification requirements with the D.O.E. and licensure with the Board of Educational Examiners.
  3. IASE shall support legislation that requires the expanded use of headlights during daylight hours when the visibility is reduced.
  4. IASE shall support legislation that provides additional funding for the teaching and administration oversight of driver education programs.
  5. IASE shall support legislation that provides for stricter enforcement of child restraint laws.
  6. IASE shall support legislation that lowers the legal Blood Alcohol Content of drivers to .08%.
  7. IASE shall support legislation that maintains the present 65 MPH speed limit on Iowa Interstate and four lane divided highways.
  8. IASE shall support legislation that requires the use of a helmet while operating a moped or motorcycle on the streets and highways of Iowa
